Most rulesets got "Transport Disembark 2" and "Conquer City 2" actions added when slow_invasions was retired. They are the "from non-native tile" versions of the normal "Transport Disembark" and "Conquer City". But I don't really see what these special versions are needed for. The Action_Success_Actor_Move_Cost effects adding the Slow Invasions move cost already have the requirement that action is taken from non-native tile. So why the same actions cannot be used for moves both from native and non-native tiles?
