においてwakidaさんがご報告されている通り、
大きさ0の配列を許容しないC処理系では
dtqcnt=0なるCRE_DTQを含むsystem.cfgから生成された
kernel_cfg.cをコンパイルできない。

そこで、dtqcnt=0なるCRE_DTQに
対しては、
1. データキュー領域を確保しない
2. データキュー領域の先頭番地 dtq = NULL
とするadhocな修正を提案する。

この修正を施した場合、少なくともhos4cfgに渡る段階で
CRE_DTQ()のdtqcntは整数となっていなければならない。
