Use UTF-8 encoding

Without this there are encoding issues, e.g. on http://tortoisesvn.net/docs/nightly/TortoiseSVN_de/help-onepage.html as the HTTP header says UTF-8 which has precedence over http-equiv="Content-Type" in the generated files.
