(1) Added Russian ( CP1251 & UTF-8 )

● 変更内容
1. weblinks モジュールの変更に伴い、下記の変更を行った
(1) pagenavi page_frame object basic_object クラスを変更した
2. バグ修正
(1) api/rss_parser.php に誤りがあった
3. 言語ファイル
(1) ロシア語 ( CP1251 & UTF-8 ) を追加した
language ディレクトリの他に extra ディレクトリにも置いている
