tarmill compresses and encrypts tar archives, and
is designed for use in backup scripts. Unlike most
other solutions, each archive member is handled
separately, so damage in the middle of the archive
does not render the rest of the archive unusable; it
is possible to resume at the next readable member
header. Compressed and encrypted archives remain
valid tar files, so any well-behaved tar
implementation will be able to list (but not extract)
them.

BinaryPatch creates patch kits for all file types. The idea is to save
the user from downloading whole files every time an update is
released. Instead, it allows the user to just download a patch kit and
create an updated file out of an old file.

Flakarchiver is a application for extracting and
creating archives. It uses the wxWindows GUI
library. Win32 and Linux are supported, but can be
easily ported to other platforms. Currently there
is read-only functionability for .rar, .ace, .gz,
.bz2, and .zip files.

libfgz is a small Fortran library to read gzipped files. It can read binary and ASCII files, and even unformatted, gzipped stream files.

gcompressor is a GUI interface for GNOME. It can
decompress and compress files, and create
self-extracting archives with an aXa extension.

z3lib is an RFC 1951/1952 compliant compression
library with an easy interface. This is a
substitute for the well-known zlib compression
library.

snappy-c is a C port of the google snappy compressor (http://code.google.com/p/snappy/). The compressor is very fast with a reasonable compression ratio. It is mainly useful for projects that cannot integrate C++ code, but want snappy. It also contains a command line tool, a benchmark, random test code, and a fuzz tester. The compression code supports scather-gather and linear buffers. The scather gather code is ifdefed (-DSG) and can be removed with unifdef.

The RAZip bitstream format was designed to provide a faster random access to
compressed data than what is currently possible using the GZIP format. Its
major features include fast random access to compressed data, freedom from
patents, single-pass coding/decoding using a bounded amount of intermediate
storage, the ability to choose from one of many algorithms for compression,
encryption, or error correction, and comprehensive support for Unix file
metadata, Macintosh file metadata, and arbitrary file metadata.

crunch/crnlib is a lossy texture compression tool and library for developers that distributes and uses content in the DXT1/5/N or 3DC/BC5 compressed mipmapped texture formats. crnlib can compress mipmapped 2D textures and cubemaps to .8-1.25 bits/texel, and normal maps to 1.75-2 bits/texel. crnlib's quality and performance is competitive to transform-based solutions, or other offline/real-time DXTn compressors such as squish or ATI_Compress. crnlib implements a new form of "clustered" DXTn compression, with a compressed texture data format that was carefully designed to be very quickly transcodable directly to raw DXTn texture bits with no intermediate recompression step or individual pixel-level operations. The typical single threaded transcode to DXTn rate is equivalent to 100-250 megatexels/sec. Fast random access to individual mipmap levels is supported.

libmpq is a library for manipulating MPQ (MoPaQ)
archives, which are used by Blizzard in most of
their games (e.g., Diablo, Diablo 2, StarCraft,
WarCraft 3, and World of Warcraft). It can
extract, move, delete, and create archives.

saltyfiles is a platform independent encryption tool with a
simple user interface. It uses 'Password Based
Encryption' (PBE) to encrypt and/or decrypt files on the
filesystem. Encrypted files will also be compressed using the
zip format.
