RAZip

The RAZip bitstream format was designed to provide a faster random access to
compressed data than what is currently possible using the GZIP format. Its
major features include fast random access to compressed data, freedom from
patents, single-pass coding/decoding using a bounded amount of intermediate
storage, the ability to choose from one of many algorithms for compression,
encryption, or error correction, and comprehensive support for Unix file
metadata, Macintosh file metadata, and arbitrary file metadata.

srzip

srzip is a compression utility with an interface
very similar to gzip or bzip2. Its goal is not to
compete with classic compressing and archiving
programs, but to offer a framework for testing and
learning about various algorithms. Algorithms
implemented so far include run-length encoding,
static and adaptive Huffman encoding, and
Burrows-Wheeler transformation.

Fivebit

Fivebit is a Python 3 compression library for short text strings. It compresses short strings of text into five bit encoding, which yields a 37.5% reduction for lowercase ASCII. There is also a dictionary for the 1024 most common English words (3 letters or longer). Punctuation, digits, and normal symbols will usually take up 10 bits each, and oddball Unicode characters will take up more space again.

tarmill compresses and encrypts tar archives, and
is designed for use in backup scripts. Unlike most
other solutions, each archive member is handled
separately, so damage in the middle of the archive
does not render the rest of the archive unusable; it
is possible to resume at the next readable member
header. Compressed and encrypted archives remain
valid tar files, so any well-behaved tar
implementation will be able to list (but not extract)
them.
