The target format should be structured text that can contain a series of tables (in CSV or other delimited form) that can be written sequentially. A companion tool needs to be developed to transform that structured text file into an ODS workbook. The format should allow appending of each new table without requiring any part of the existing file to be read or modified. The structure should be designed to accommodate metadata such as the table name, description, person creating it, date/time of creation, origin (name of script), and other information as appropriate.
