if you use gsynaptics on a machine with German locale
settings (i use fedora 7) the conversion from german
number format (0,01) to needed international number
format (0.01) is missing. if you try to set (in my
case) Circular Scrolling Speed (CircScrollDelay
parameter) to another value, nothing happens.

Let's note that the patch by nijel doesn't work correctly:
1.005 and 1.500 both become 1.5!
