There's a update 'hacked' firmware in that place.

I think the rc.local_sampple(may be typo) file in
HDL-GX_telnet_installer_for_1.06.zip was just added
the following line to original rc.local.

/usr/sbin/telnetd -l /bin/sh

So you'll get original rc.local file if you remove this line.
