「コミットメールの送り方」の説明に従って、/usr/local/bin/cvs-commitmail を使ってCVSのcommit時に自動的にメールを送るように設定した時、commit時のコメントに日本語(EUC)を使っているとコミットメールの中で日本語が全て"〓"という文字に化けてしまうようです。

中で mail コマンドを利用しているだけなので，日本語関連の処理を
全く行っていないためです．

とりあえず対策として，JIS コードに変換するようにしました．

本来は，コード変換だけでなく MIME に対応させないといけないの
ですがとりあえずの対策ということで…
