以下で修正。

またコマンドプロンプトから trac-admin などを実行する際に .egg-cache を別の場所に作成しているので、PYTHON_EGG_CACHE 環境変数を設定するようにしました。ついでに egg ファイルを --always-unzip で展開した状態でインストールするようにしました (初回アクセスが早くなる)。
