But text has EUC-JP code.

メッセージが化けてるのは、たぶんブラウザが iso-8859-1 なページ
にあわせて送信してるためと思います．

この問題はいまのところ解決しようがない（言語設定はできるが、
ニュースやバグトラッカーは日本語でしか SUBMIT されないため）
ので、バグですがとりあえず重要度をさげておきます。

解決策は、ブラウザの言語の設定を「日本語」にすること、ログイン
しているユーザは、アカウント管理で言語を「Japanese」にすること
です。

アカウント管理で、使用言語を日本語に設定すると直りました。
私の不勉強です。
ですが、テキストにEUC-
JPのコードが含まれているのにヘッダで
iso-8859-
1と宣言しているのはまずいと思います。

http header では 常に euc-jp で出していました．
meta タグでも，常に euc-jp で出すようにしました．
