Related to #41732: I don't think we can have action target name strings that would work well for both ruleset format and helptext. There's also only a couple of different target kinds, so it's not a big burden to maintain two separate sets of names for them.
This ticket is about the code change to make the two string sets possible. Renaming the ruleset facing strings is left to #41732.
