Ticket details:

Change "overriding military emergency" want value to much bigger than current 101 ("anything above 100"). The current low value is constantly causing problems as many things would "naturally" get bigger want, seeming like emergency situation.
This is a bit more complicated than changing a constant. The 100 actually comes from 100% (attacker's power is 100%, or above, of our defensive power)
