That it didn't try might be due to reversed alliance check: #48152

Ticket details:

3.1 
At T550 , only remains one AI and my nation. I have an extreme advance, we are in peace  (after a period of trouble where i kicked all others)
at T550, if i propose alliance , AI accept , and we win ALLIED
If i do not propose alliance and continue until T613
i have increased my advantage (city increase of size have eaten some of ally territory , i have more units, 65k$ ...)
AI has changed its mood, now it hates me
I have launched a spaceship which will arrive in 8 turns
AI has absolutely no possibility to capture my capital (it did not even try, it did nothing, and i won Alone with spacerace)
Now if i propose an alliance which will provoke an ALLIED victory , the AI refuses, even if i add (+ 65 k gold + 5 techs + one city + shared vision)
I think AI should accept :-) It should take into account the victory (better share win, than lose alone). 
The only case it could refuse is when it believes it can win alone (here = take my capital, as it is far from having a spaceship)
