When I use the keyboard shortcut to load a unit, the selection dialog does not appear. It must open by the keyboard shortcut.

When loading land unit to one of the multiple potential transports in a city (i.e. when the cargo and transport are on the same tile, and keyboard shortcut makes sense)

- "Load" in city dialog unit menu -> transport selection dialog opens. Unit loads to selected transport and sentries
- Keyboard shortcut -> no dialog, unit loads to some transport and sentries
- Combat menu -> Do -> Board -> no dialog, units loads to some transport but does not sentry

Not sure how many separate issues that make (sentry issue is likely unrelated, maybe also the "Do" menu case is separate from keyboard shortcut)

Patch attached for the L)oad key case. Will see if there's need to open new tickets about those other questions.

I don't know what had happened there. The only affected clients were gtk3.22 and gtk4 derived from it. gtk3-client was ok in all branches, and in S2_6 even gtk3.22-client was ok. Someone has reverted part of the transport selection feature in later branches/clients?
