We should start transition to using meson instead of autotools for msys2 CI builds. It's not only to stress the meson build system, but hopefully it will help with the build times too.

We could build at least gtk3.22-client with meson, very soon (i.e. probably in time for this ticket's actual implementation) also sdl2-client.
