The fact that barbarians are inherently in war with everyone has not been considered when implementing master "No war without no contact" rule changes. We need to adjust some parts.

Also current diplstate ("War") with barbarians can be higher than max_state ("No Contact")

The fact that barbarians are inherently in war with everyone has not been considered when implementing master "No war without no contact" rule changes. We need to adjust some parts.

There's more than barbarians to this, and handling of the issue in general starts with -> #45626

Also current diplstate ("War") with barbarians can be higher than max_state ("No Contact")
