i have always set:
   (setq current-language-environment '"Latin-9")
   (setq default-input-method '"latin-9-prefix")
however, i do not think alt is showing up as meta... my command key is  
meta here.

perhaps this is the real issue. i tried...

(add-to-list 'default-frame-alist '(font .
"latin-iso8859-15:-apple-monaco-medium-r-normal--12-*-75-75-m-*-mac-

but then i didn't get *any* characters on the screen. how do you mean  
for me to fix this? does the osaka14 font not have a bunch of symbols,  
such as �
