Does wanderlust come with a makefile, more precisely, does it come
with a configure script that generates a makefile?

Just this evening I replaced the version of gnus that comes with
Carbon Emacs with a fresh version from arch.  Gnus comes with a
makefile and I was able to get everything to install correct (which
for my purposes just means entirely overwrite the gnus in Carbon
Emacs) with the following arguments:

./configure --with-emacs=/Applications/Emacs.app/Contents/MacOS/Emacs --with-lispdir=/Applications/Emacs.app/Contents/Resources/lisp/gnus --datadir=/Applications/Emacs.app/Contents/Resources/etc --infodir=/Applications/Emacs.app/Contents/Resources/info --with-etcdir=/Applications/Emacs.app/Contents/Resources/etc

Thanks to this, I now have a fresh gnus with Carbon Emacs.  Perhaps
wanderlust is similar.
