Since '/Library/Application Support/Emacs' is no longer supported,  
these files are loaded via site-start.el inside the Application  
bundle. They provide autoloads, additional exec-path, AUCTeX settings  
and Japanese language settings (only in Japanese environment). I  
think they are usually harmless unless you prefer latex-mode to AUCTeX.

Nearly correct. The japanese init file is activated based on the  
value of __CF_USER_TEXT_ENCODING, which defines Mac OS X language  
environment.
